The City generally permits one vacation rental per qualifying natural person or eligible ownership entity, subject to its ownership rules.

New certificates are prorated during their first calendar year. A “contract” is not the same as a rented night, so calendar and minimum-stay strategy matter.

The City generally allows two additional overnight minors age 12 or younger. Five- and six-bedroom rentals are Estate Homes; the higher overnight limits shown rely on the Estate Home exemption and related requirements. The code allows up to two additional guest vehicles during daytime occupancy.
Local contact and guest response
A local contact must be available 24/7, respond by phone within 15 minutes after City notification, and respond in person within 30 minutes if a complaint remains unaddressed. This can be the owner, a qualified local property manager, or another authorized agent.
Noise, trash, and maintenance
- Outdoor amplified music is prohibited while the property is rented; sound-producing devices must remain inside and must not be audible at the property line.
- Trash cannot remain visible except within the City’s collection rules, and vacation rentals use upgraded walk-up service.
- Repairs, landscaping, and pool service must comply with the applicable City noise and maintenance-hour rules in the current code.
Transient Occupancy Tax and TBID
The City lists an 11.5% Transient Occupancy Tax for vacation rentals. Returns and payments are handled monthly through GovOS, and a zero return is still required for months without rental activity. A separate 1% Tourism Business Improvement District assessment applies to qualifying short-term stays of 27 days or less.
Owners should confirm how Airbnb, Vrbo, direct bookings, and any management agreement handle collection, reporting, reconciliation, and payment.
